Agency offers loans to Nampa neighbors

NAMPA -- The North Nampa Urban Renewal Agency wants north Nampa residents to know that interest-free loans are available for neighborhood renewal projects, and qualifying is easy.
     The agency approved its $11 million 2000-2001 budget Wednesday, earmarking $600,000 of that money for such community projects. The money is available to property owners who want to either make improvements, such as painting or yard cleanup, or who want to demolish a dilapidated home and sell the empty lot or build anew, agency Chairman Steve Tester said.
     Unlike traditional home-improvement loans, no interest will be charged, past credit will have little to do with qualifying and the loan will come with a lien that won’t require payoff until the home or lot is sold.
     "The spirit of this is to let people know that it is not an insurmountable problem to get the improvements done," agency chairman Steve Tester said. "If they have a worthy project, the money is available."
     "We want to make this money easy to access to fix up the neighborhoods," Mayor Maxine Horn said. "If they apply and meet the criteria, give it to them."
     "Our whole idea is we want to see some results," Tester said.
     Of the agency’s $11 million budget, $4.4 million will be spent on loan repayments and $668,000 will go to support operations, promotion and capital projects at the Idaho Center.
     Also included in the budget is $4 million toward the $5 million total the 11th Street underpass project will cost. Another $230,000 will pay for a traffic signal project at 3rd Street and 16th Avenue, which city planning director Paul Raymond said will be under way soon.
     The parks and recreation department will receive about $240,000. The Nampa School District will receive a grant of $300,000 to be used either for buying future school sites or to upgrade technology at north Nampa schools.
     "We want them to describe specifically what they’ll use the money for because we want to make sure it is used on the north side," Tester said.
